CREATIVE WORKSHOP "CREATING OF SCENARIO FOR DEVELOPMENT
OF THE CITY HEATING SYSTEM OF BILA TSERKVA TILL 2025
USING THE BACKCASTING METHOD"

Within the frameworks of ERAIHM project, a creative workshop "Creating of Scenario for Development of the City Heating System of Bila Tserkva till 2025 using The Backcasting Method" was organised at Kyiv Regional Chamber of Commerce and Industry. It should be noted that this is the very first attempt of applying of the modern technique of retrospective forecasting (backcasting) to the Ukrainian conditions. This approach is widely practised in the European countries for solving of the multi-factor transdosciplinary problems oriented on the middle- and long-term sustainable development of social-economical systems.

The representatives of the Bila Tserkva City Administration, Utility Enterprise "Bilotserkivteplomerezha" (city heating network), Administration for Housing and Communal Services, Administration for City Construction and Architecture, Private JSV "Bilotserkivska Heat Electric Central", City Branch of the Federation of Employers of Ukraine, "Ukrinterm" Concern, European Energy Association (Ukraine) were invited to the workshop. The co-organisers of this event were represented by the teams of international projects ERAIHM (FP7) and CREDO (TEMPUS educational programme). The mass-media were also present at the workshop opening, in particular, Kyiv Regional Radio Company, City TV Company of Bila Tserkva, Department of Information of the City Council (Rada).

One of the most important components of the economic, social and ecological systems of the modern city is public heating and (in perspective) cooling system. For Ukrainian cities with their chronic problems of worn-out equipment and communications in conditions of continuously rising prices for traditional energy resources, the achieving of heating system sustainability along with complete meeting of public requirements becomes the problem of particular significance. Therefore, the initiative of the Bila Tserkva city authorities for joint elaboration of the strategy for reforming of this branch on the base of the European approaches is especially pleasant for us.

First of all, the workshop moderator Dr. Olga Kordas (the Royal Institute of Technology, Stockholm, Sweden) has briefly acquainted all participants with the goals of ERAIHM project, today's agenda and fundamentals of retrospective forecasting. She has illustrated her speech with the examples of successful implementation of the projects developed with involving of the modern transdisciplinary approaches. The most striking one is the new eco-friendly district of Stockholm, Hammarby Sjöstad, which complex planning and designing were fulfilled on the basis of backcasting, principles of industrial ecology and the concept of sustainable development.

The backcasting implies its starting point in creation of desired vision for the state of affairs in the discussed area. Creation of the vision means specifying of the priorities and functions originating from the experience and interests of stakeholders. Therefore, the workshop participants were invited to determine the criteria for the ideal heating system coming in 10-15 years themselves. Thereafter, being subdivided into several mixed working groups, they have made an attempt to extract the most important criteria. The differences of approaches and future conflicts of the stakeholders interests have become apparent just at this stage.

Thereafter, the discussion was continued, in which course the main factors able to influence the transformation of the city heating have been classified according to the criteria of significance/predictability. After thorough analysis, the obtained data along with the results of interviews will underlie the preliminary concept of perspective development of the Bila Tserkva city heating/cooling system till 2025. Its discussion will be the topic of our next meeting planned for this Autumn.
