ASSESSMENT OF COMPETITIVE ADVANTAGE OF UKRAINE BY SECTORS
IHM NASU (12-15 September, 2011)

The stakeholders representing the sectors of Ukrainian economy, for which the Institute of Hydromechanics of NASU is carrying out its researches, were interviewed during the session held in the Institute on 12-15 September, 2011. As a result, according to lumped assessment (demands, innovation capacity, dynamics of development, etc.) the energetics (energy efficiency: heat pumps and gas boilers) has been chosen as a priority branch for estimation of competitive superiority of the IHM NASU.

Ukraine feels strong need in researches on hydroengineering, ground/soil protection and area reclamation. However, such projects require considerable investments, still the possibilities of founding of the sector are limited now.

The domestic and foreign markets require the economy passenger airplanes for short and middle flight distances. The sector is well-provided with personnel. The main problem is lack of investments and governmental financing.

Against the background of rapid rise in cost of the traditional energy resources, the Ukrainian market of heat pumps and high-efficiency gas boilers is developing very dynamically. The innovative potential of the sector is assessed as high. The Ukrainian universities are sustainably training the qualified personnel, including that in new specializations (e.g., heat pump engineers).

A view from the outside

In the course of interviews, a talk with the Director of the Greenpickle International Ltd. company, Declan Gordon Carroll was organized. Mr. Carroll has attended the IHM NASU with the purpose to discuss the possibilities of cooperation in the area of wind engineering. For the participants of ERAIHM project, it was useful to hear the opinion of a businessman who specializes in search and implementation of innovations and for already several years works in Ukraine. Mr. Carroll has pointed out both the strong sides of the Ukrainian market of innovations (high qualification of the specialists, uniqueness of proposed deliveries) and week ones (imperfect mechanisms of state regulation, lack of the experience in the innovation management for most of our research and engineering personnel). On Mr. Carroll's opinion, currently the most promising variant of participation of Ukraine in the European innovation activity is the involving of groups of Ukrainian specialists in cooperation in the international projects with external management.
