On 15 May, 2012 in course of preparation for the seminar on developing the scenario for
reforming of city heating system of Bila Tserkva, a group of analysts
of ERAIHM project has carried out a series of interviews with the experts -
representatives of stakeholders. The list of proposed questions included the blocks dedicated
to present state and structure of the city municipal heating system, measures on its maintainance and
modernisation, analysis of tariff policy, vision of the future in this area for close and
more extended perspective (10-15 years).
The representatives of municipal administration, power supply companies, distributive and
service structures, enterprises producing the equipment for individual and district heating
were invited for dialog.
In particular, the City Vice-Major Mr. Gennadii Dzhegur;
Chief Engineer of the Utility Enterprise "Bilotserkivteplomerezha"
(city heating network) Sergii Fursenko;
Vice-Director of the Administration for Housing and Communal Services Oleg Savchenko;
President of "Ukrinterm" Corporation Petro Moroz
have granted the interviews. It was decided to continue the interviewing process to attain
more complete coverage of stakeholders and their opinions.
The results of interviewing should underlie the vision of future transforming
of the city heating and cooling system of Bila Tserkva till 2025 that is being created
according to backcasting method.
The next portion of interviews is planned for the beginning of June.
