Hyper-random phenomena and their description

The non-determinated mass phenomena, for which probability measure is undefined, are considered. Such phenomena are referred to as the hyper-random ones, and occur when the experimental conditions change in an unknown way. The fundamentals of mathematical apparatus for describing the hyper-random phenomena are developed. It is shown that the estimates describing such phenomena possess more information and characterize them in more detail than the corresponding probabilistic and numerical characteristics obtained by means of classical statistical methods.
